Attend this affinity to hear Jim Kelly, principal of Vital Neighborhoods Consulting and clinical professor of law at Notre Dame lead this open discussion during lunch of the Abandoning Housing Strategies 101 Training. Mr. Kelly will speak on the change in acquisition of tax certificates by cities from counties in Indiana and Baltimore's bundling of land banked properties into Community Development Clusters.
